William Joseph Burns

William Joseph Burns (born April 11, 1956)〔(【引用サイトリンク】title=NNDB Article )〕 retired from the U.S. Foreign Service on November 3, 2014, after a distinguished 33-year diplomatic career. He holds the highest rank in the Foreign Service, Career Ambassador, and is only the second serving diplomat in history to become Deputy Secretary. He is currently the president of the Carnegie Endowment for International Peace, the oldest international affairs think tank in the United States.
== Early life and education ==

Born at Fort Bragg, North Carolina, Burns earned a B.A. in History from La Salle University and M.Phil and D.Phil degrees in international relations from Oxford University, where he studied as a Marshall Scholar. His dissertation was expanded and published in 1985 as (''Economic Aid and American Policy Toward Egypt, 1955–1981'' ).
